Small and Medium Enterprises Access to Finance Project

The Government of Lao PDR is receiving US$20 million financing from the World Bank Group’s International Development Association (IDA) for the Small and Medium Enterprise Access to Finance Project (SME A2F). The Project’s development objective is to provide long-term funding sources for banks to provide long-term credit to small and medium enterprises (SMEs). The project will support the growth of privately-owned SMEs by increasing the supply of long-term finance provided by commercial banks and by strengthening the capability of Department of SME Promotion to formulate and implement public policies that promote access to finance for SMEs.

The Department of SME Promotion (DOSMEP) at the Ministry of Industry and Commerce (MoIC) is the Implementing Agency for the project; other agencies involved in project implementation include selected commercial banks (PFIs) and National Implementation Unit (NIU - responsible for fiduciary and executing aspects).

The NIU is seeking a dynamic and experienced full-time national consultant to fill the position of Administration Officer to assist the NIU in implementing the SME Access to Finance Project through efficient organization, and administration of the Project related activities. This will be a full-time position for a period of up to 12 months, based on the annual contracts with yearly extensions subject to satisfactory performance. Initially, there will be a probation period or 3 months. The majority of inputs will be delivered in Vientiane, Lao PDR working alongside government officials. In order to qualify for this position, the candidates shall meet the following experience and competence requirements:

  • At least Bachelor Degrees in Business Administration, Finance or other related field;
  • At least 5 years of relevant work experience in an administrative capacity
  • Proven knowledge of office administration, file keeping procedures and office equipment maintenance;
  • Experience of working with development programs or projects in collaboration with the Government and international donor communities;
  • Familiar with Ministry of Finance expenditure norm;
  • Excellent communication skills, including speaking and writing in both English and Lao languages;
  • Good skills in computer typewriting and data analysis;
  • Intermediate to advanced knowledge of Microsoft Office Package (Excel, Word, PowerPoint) and internet;
  • Full local driver license (car or minivan)

The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method, January 2011. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
